The Bill (Reg.№5004) submitted by the Cabinet of
Ministers of Ukraine recognizes the bodies of frontier guards as inquest bodies
concerning the cases of human trafficking across the state border and the cases
on the use of forged documents during the state border crossing.
As it was declared during the meeting of the Committee, the necessity of adopting the law is grounded by the fact that today a great number of people are suspected in the documents falsification in order to pass the state frontier illegally, evading criminal liability.
Representatives of the government emphasized the fact that it bore a negative influence on the fighting illegal immigration and organized crime on the frontier. According to them, the frontier control bodies possess broad possibilities to reveal the facts of forge documents, but they do not possess authority to institute criminal proceedings.
The members of the committee analyzed the bill and declared that its adoption "will enhance the effectiveness of organizational, practical and procedural measures concerning the prevention and fighting human trafficking across the state border".
